Solar returns are annual (yearly) and are a type of transit (travelling sun moving to same point as birth sun). Lunar returns are like solar returns, but with travelling moon moving to birth moon, approximately monthly (once a month). The progressed chart can be made for any date you like. Progressions are a _symbolic_ motion, not a real one. Progressions are based on using one day in an ephemeris to represent one year in life. You start with your birthdate and the day after in the ephemeris represents your first birthday. 10 days later is your 10th birthday.
So for progressions, you must use the ephemeris for the time of the _birth_. For transits and returns, you must use the ephemeris for the time desired. For example, I was born in December 1960. For progressions I need an ephemeris for both 1960 and 1961 (since in my 30's I would be looking at January 1961). For _transits_ in my 30's, I needed ephemerides for the 1990's.
The motion of a transit depends on the speed of the planet involved. The farther away from the Sun, the slower the movement. Also, planets tend to slow down before they _station_, i.e. appear to go retrograde (backwards) or direct (forward, after a retrograde period).
A good ephemeris will give the daily motions so you can see how much the change is. 'Slow' planets will also move slowly in progressed charts.
